Overall purpose of role

Support the Procurement Manager in executing supply chain management strategies, departmental objectives, and procurement operations by effectively managing the allocation of duties among team members to ensure all deadlines are met, while ensuring that all procurement activities comply with company policies and procedures.

Primary responsibilities, authorities & accountabilities

  • Develop, build, and execute strategic plans to achieve departmental objectives and goals.
  • Proactively engage and collaborate with internal departments on strategic sourcing goals, category strategies, initiatives, and savings targets.
  • Effectively communicate initiative updates and savings progress to line managers and senior management.
  • Analyze relevant markets and assess the cost impacts of market events for high-spend commodities and categories.
  • Take overall responsibility for procurement activities in line with established procedures.
  • Conduct negotiations with external suppliers and global providers, and influence internal project teams to achieve cost-effective outcomes with minimal risk and maximum value for Lamprell shareholders.
  • Supervise, train, and coordinate the procurement team, assigning responsibilities and ensuring efficient departmental operations.
  • Update and maintain procurement records, prepare work instructions or guidelines, and manage the LEL Approved Supplier Register.
  • Review award recommendations and supporting documents, approving purchase orders within authorized limits and reviewing those beyond limits before submitting to higher management.
  • Conduct operational contract negotiations and legal closures in collaboration with legal and project staff, ensuring alignment with bids and agreements.
  • Ensure all team members follow compliance and auditing standards, upholding ethical, transparent operations aligned with Lamprell policies and procedures.
  • Maintain thorough and auditable records of all supplier and internal correspondence for due diligence and dispute resolution.
  • Ensure timely placement of purchase orders and delivery of materials in line with project requirements.
  • Coordinate and participate in internal and external audits, ensuring full compliance with procurement procedures.
  • Review and manage OSDs and discrepancies, resolve supplier disputes, and prepare reports for management and stakeholders.
  • Ensure operations align with Lamprell Health, Safety, and Environmental (HSE) policies, including inspections and audits.
  • Liaise with warehouse management to ensure proper material flow and with accounts payable to resolve payment and invoicing issues.
  • Conduct scheduled supplier visits to stay updated on capabilities, products, and maintain relationships with supplier management.
  • Develop and maintain a commercially sound supplier base, explore new and non-traditional sources, and support the maintenance of the LEL Approved Supplier List, continuously evaluating supplier performance.
  • Coordinate bid pricing, working closely with Bids & Proposals and Procurement Managers to ensure timely and accurate proposal inputs.
  • Prepare master service and framework agreements as required.
  • Ensure compliance with all relevant HSES and information security policies and procedures.

Attainment

  • Minimum 17–18 years of experience in Oil & Gas Offshore EPCI projects, including 7–8 years in a supervisory role
  • Strong knowledge of Oil & Gas products and the GCC supplier market
  • Excellent interface and communication skills
  • Bachelor’s degree in Mechanical Engineering (B.E. / B.Tech)
