Overall purpose of role
Support the Procurement Manager in executing supply chain management strategies, departmental objectives, and procurement operations by managing the allocation of duties among team members to ensure all deadlines are met, while ensuring that all procurement activities comply with company policies and procedures.
Primary responsibilities, authorities & accountabilities
- Develop, build, and execute strategic plans to achieve department objectives and goals.
- Proactively engage and collaborate with relevant internal departments on strategic sourcing goals, category strategies, initiatives, and savings targets.
- Effectively communicate initiative updates and savings progress to line managers and senior management.
- Analyze relevant markets and assess cost impacts of market events for high-spend commodities and categories.
- Take overall responsibility for procurement activities in accordance with established procedures.
- Conduct negotiations with external suppliers and their agents across global providers, and influence negotiations with internal project team managers to deliver the most economically sound outcomes with the lowest risk and highest return for Lamprell shareholders.
- Supervise, direct, assist, train, coordinate, and allocate responsibilities to all procurement department staff.
- Update and maintain all procurement-related records and prepare necessary work instructions and guidelines.
- Maintain the LEL Approved Supplier Register.
- Review award recommendations and supporting documents, approving purchase orders within authorized limits and reviewing those beyond limits before submitting to higher management for approval.
- Conduct operational contract negotiations and legal closure in conjunction with legal and project staff to deliver greater shareholder value, including agreeing on detailed project implications with senior managers and procurement and project teams to ensure alignment with contracted bids and agreements.
- Ensure team members comply with all auditing and ethical standards, following Lamprell policies and guidelines for transparent operations.
- Ensure thorough, auditable, and logical records of all correspondence with suppliers and Lamprell managers are maintained for due diligence and dispute resolution.
- Ensure timely placement of purchase orders and delivery scheduling in accordance with project requirements.
- Coordinate and participate in internal and external audits to ensure compliance with procurement procedures.
- Review and manage OSDs, discrepancies, and supplier disputes, preparing reports for management and stakeholders.
- Facilitate operations to comply with Lamprell Health, Safety, and Environmental policies, including effective management of inspections and audits.
- Liaise with warehouse management to ensure sufficient material flow.
- Coordinate with accounts payable to expedite or resolve payment and invoicing issues.
- Conduct planned supplier visits to stay informed of their capabilities, new products, and maintain management relationships.
- Develop and maintain a commercially sound supplier base by surveying the market for new supply sources, including non-traditional suppliers, and assist in maintaining the LEL Approved Supplier List while continuously evaluating supplier performance.
- Coordinate the bid pricing process and liaise with Bids & Proposals and Procurement Managers to ensure accurate and timely input to proposals.
- Prepare master service agreements and framework agreements as required.
- Ensure compliance with all applicable Health, Safety, Environment, and Security policies and procedures.
Attainment
- Minimum 17–18 years of experience in Oil & Gas Offshore EPCI projects, including 7–8 years in a supervisory role
- Strong knowledge of Oil & Gas products and the GCC supplier market
- Excellent interface and communication skills
- Bachelor’s degree in Mechanical Engineering (B.E. / B.Tech)
