Responsible for overseeing the cost function and the CRM support team, ensuring that all commercial project-related activities are executed in accordance with company policies and procedures.
Primary responsibilities, authorities & accountabilities
- Accountable for the overall quality, accuracy, and timely delivery of cost function deliverables, including the leadership and performance of the Cost Team.
- Ensure personal compliance with HSEQ processes and promote a strong safety culture within the team.
- Facilitate clear and effective communication between the cost function and all key stakeholders.
- Ensure strict adherence to cost control processes, and regularly review them to maintain simplicity, effectiveness, and fitness for purpose.
- Develop budget breakdowns from the Project Execution Document (PED) based on task allocations; review with the Projects Team and upload to Compass.
- Ensure maintenance and accuracy of cost data in Oracle systems.
- Oversee project invoicing in line with contract milestones or agreed payment terms, ensuring all supporting documentation is provided; coordinate with finance to follow up on client payments.
- Maintain and monitor the project cash flow in coordination with the Project Manager; regularly report to Finance and flag significant deviations from the initial cash profile.
- Estimate and assess the cost impact of project changes; monitor actuals for all changes and ensure accurate tracking and reporting.
- Lead and manage the Cost Team, including setting performance objectives (via My Success Plan), conducting competency assessments, managing probation periods, monitoring attendance, and supporting team welfare.
- Compile comprehensive contract cost reports across the project portfolio, including Value of Work Done (VOWD), Forecast to Go, Estimate at Completion (EAC), variance analysis, cash position, and detailed variance commentary.
- Liaise with engineering, procurement, construction, and other functional teams to remain informed of project developments and their impact on the budget and phased cost forecasts.
- Chair or facilitate internal project cost performance meetings as required.
- Lead the project cost close-out process, ensuring all cost matters are finalized and project balance sheets are cleared.
- Prepare for and attend monthly project review meetings; present the commercial status and slides to senior management.
- Represent the project team in monthly Client Project Controls meetings and present the cost and commercial status.
- Provide updated project budgets and revenue data to support business unit budget forecasts.

Attainment
- Minimum of 8 years’ experience, preferably in major oil and gas projects.
- At least 3 years’ experience in a Lead Cost Engineer role.
- Bachelor’s degree in Quantity Surveying, Engineering, or a related discipline.
- Technical Skills:
- Proficient in advanced Excel functions and formulas.
- Experienced in cost estimation and risk analysis software.
- Strong understanding of project execution processes, including interpretation of contract terms, conditions, and technical specifications.
- Familiar with Total Cost Management (TCM) techniques and industry-standard cost engineering practices.
