Overall purpose of role

Support the Procurement Manager in delivering procurement strategy and coordinating best purchasing practices, while managing the allocation of duties among team members to ensure all deadlines are met.

Primary responsibilities, authorities & accountabilities

  • Ensure materials meet required standards and specifications and are fit for purpose.
  • Purchase materials from the most competitive vendors based on quality, delivery, and cost criteria while staying within budget to optimize operating unit profitability.
  • Ensure materials and supporting documentation are delivered according to the project schedule requirements.
  • Collaborate internally with Engineering, Project Management Teams, Operations Group, QA/QC, Accounting, and Proposals, and externally primarily with suppliers.
  • Acquire a strong understanding of international standards, codes, and regulations, and build rapport with engineering teams to fully understand the technical requirements and applications of assigned commodities.
  • Conduct planned vendor visits to stay updated on their capabilities, new products, and maintain management relationships.
  • Develop and maintain a commercially sound vendor base by surveying the market for new supply sources, including non-traditional suppliers, and assist in maintaining the LEL Approved Vendor List, continuously evaluating vendor performance.
  • Assist in developing project Approved Vendor lists and pre-qualify vendors as needed to secure internal and client approval for new vendors.
  • Manage the RFQ process effectively.
  • Review purchase orders prepared by discipline buyers to confirm all requirements—such as specifications, payment terms, incoterms, certification, unit price, VDRs, and country of origin—are accurately covered.
  • Supervise, direct, assist, train, and coordinate the activities of assigned personnel.
  • Administer the bid pricing process, liaising with Bids & Proposals and Procurement Managers to ensure accurate and timely proposal inputs.
  • Participate in the production of monthly market watch reports.
  • Participate in purchase order close-out activities.
  • Ensure compliance with applicable Health, Safety, Environment, and Security (HSES) policies and procedures.
  • Ensure adherence to all relevant information security policies and procedures.

Attainment

  • Minimum 15–18 years of experience in EPCI projects within Oil & Gas offshore or onshore sectors, including 5 years in a supervisory role
  • Bachelor’s degree in any discipline (B.E. / B.Tech)
