Overall purpose of role
Ensure all commercial project-related activities are conducted in compliance with company policies and procedures.
Primary responsibilities, authorities & accountabilities
- Establish a correspondence procedure and log as part of the basic administration system setup.
- Ensure Lamprell’s commercial interests are protected at all times.
- Liaise with Project Managers regarding commercial issues.
- Ensure compliance with Health, Safety & Environmental (HSE) responsibilities and Information Security policies and procedures.
- Review contract agreements and specifications upon contract award.
- Examine tender documents and price breakdowns; allocate cost codes to all planned resources; set up the project in the contract center; and prepare the start-up memorandum following the start-up procedure, thereby establishing project budgets.
- Advise the Project Manager on key contractual elements and ensure all obligations are met (e.g., warranties, insurances, invoice periods, bonds).
- Ensure completion certificates are signed upon project completion to mark the start of warranty periods.
- Maintain accurate and timely project timekeeping.
- Ensure unit rate items are measured and agreed with clients as soon as practicable.
- Agree lump sum variations with the client’s designated representative promptly and in accordance with contract terms and conditions.
- Collaborate with the Project Manager and Project Engineers to ensure all monies due from the client are claimed.
- Prepare all contractual correspondence for project review by the Contracts Manager before submission.
- Monitor material wastage and ensure unused materials are returned to stock.
- Agree on the final account with the client’s representative prior to rig departure.
- Oversee purchasing of equipment and materials, liaising with Procurement to secure the best discounts and payment terms.
- Prepare subcontract documents for review by the Contracts Manager and General Counsel.
- Analyze subcontract quotations, reconcile rates and conditions against the main contract, and ensure adherence to budget constraints.
- Advise Project Managers and planners on planned labor hours and assist in preparing the project schedule.
- Be responsible for cost control and reporting, including regular monitoring of labor performance alongside the Planning department.
- Prepare monthly project performance statements in a timely manner.
- Prepare cash flow projections.
- Attend monthly project review meetings with the Contracts Manager and Group Commercial Manager to report on financial aspects of the contract.
- Prepare project completion reports, reviewing production constants to guide future estimates.
Attainment
- Knowledge of contract cost control and reporting, change order valuation, contract administration procedures, contract planning and scheduling, contract terms and conditions, and the construction process.
- Skilled in negotiation, project cost analysis, and proficient in computer operations including database systems and spreadsheets.
- Strong management skills, including customer service, organizational abilities, time management, and teamwork.
- Minimum of 3 years’ experience in the construction industry as a contractor’s Quantity Surveyor (QS).
- Experience in the oil and gas sector.
- Sound knowledge of ISO 9001 standards is preferred.
- Familiarity with API Q1, 4F, and 16C standards is preferred when working for LRS.
- Education: Bachelor’s degree or qualification in Quantity Surveying, or equivalent years of experience in a similar role.
