Simplifying offshore transmission: introducing the OFTO EPCI wrap solution

What is the OFTO wrap?

The Offshore Transmission Owner (OFTO) wrap is a bundled, consortium-based EPCI delivery model that covers the full lifecycle of offshore transmission assets. It includes everything from grid integration and design through to procurement, construction, installation, commissioning, and ongoing operations and maintenance support. By consolidating these scopes under a single accountable contract, the OFTO wrap simplifies delivery, reduces risk, and accelerates project timelines, offering developers a streamlined, low-interface solution tailored to the demands of the offshore wind sector.

The scope of the OFTO wrap includes the onshore substation (ONSS) and associated civil works, transition point construction, export cable installation both onshore and offshore, and the offshore substation (OSS) with either a jacket or monopile foundation. It also encompasses the complete installation of high-voltage infrastructure, ensuring compliance with the UK Grid Code, CDM regulations, and all relevant Ofgem and OFTO requirements.

By unifying these critical workstreams into a single delivery model, the OFTO wrap minimises interface risk, streamlines regulatory compliance, provides a single point of delivery and handover, and increases cost and schedule certainty for offshore wind developers.
