The story so far
Lamprell’s Onshore EPC division has long served as a trusted partner to regional operators across the Middle East, particularly in the UAE, where it has delivered a wide range of brownfield, maintenance, and site-based EPC projects and services.
Over the years, the division has built a solid foundation through landmark projects with clients such as Sharjah National Oil Corporation (SNOC) and Dubai Petroleum Establishment (DPE). The division has supported critical oil and gas infrastructure ranging from wellsite facilities, gas processing facilities, pipelines and refinery upgrades. Alongside this, Lamprell’s operations and maintenance (O&M) team has played a vital role in providing skilled personnel to support clients’ turnaround and plant maintenance campaigns, helping to minimise downtime and maintain asset integrity.
Backed by the strategic direction of Lamprell’s owners and executive leadership, 2025 marked the start of a new growth phase for the company’s Onshore EPC division. Under the leadership of Massimo De Camillis, the team is focused on scaling regional operations and expanding Lamprell’s footprint across the MENA region. Backed by a team with deep onshore EPC experience, the division is now actively pursuing strategic opportunities in key markets such as Saudi Arabia and Iraq, in addition to the UAE.
A recent roadshow in Iraq saw Lamprell present its onshore EPC capabilities to Basra Oil Company and South Gas Company, reinforcing its intention to expand its footprint and support national energy goals. With a renewed focus on mid-sized EPC projects and an established track record of local execution, Lamprell is well-positioned to serve both long-standing and new clients across the region.
A new chapter: Meet the team
Massimo De Camillis leads Lamprell’s Onshore EPC division as Managing Director, bringing decades of expertise in delivering complex onshore projects. He builds on previous leadership roles with a leading oil and gas contractor, driving operational growth and leading performance improvements across global onshore EPC markets.
Khalil Saleh, General Manager for Onshore EPC and Services, has led the Onshore EPC organisation through its initial steps and growth, paving the way for its ongoing expansion. He brings strong expertise in projects, maintenance, shutdowns and onshore service delivery. He also oversees Lamprell’s O&M division and its subsidiary, Sunbelt Safety Services.
Mohamed Khalil, as Director of Business Development, brings a deep understanding of Lamprell’s full business portfolio and has a strategic focus on expanding onshore EPC opportunities across the region. Leveraging his industry insight and commercial acumen, he plays a key role in positioning the new Onshore EPC division for sustained growth and success.
Alfonso Perfetto, Process and Technology Engineering Manager, adds critical process engineering expertise to the team. With extensive experience as a Process Manager across various areas, including refining, petrochemicals, oil separation, and gas treatment, he will support the division in shaping Lamprell’s onshore technology strategy.
Salvatore Cassese, Construction Director, brings deep knowledge of construction processes and methodologies, with strong expertise in estimating and execution. He provides the team with practical, field-proven leadership to ensure the safe and efficient delivery of complex scopes.
Antonio Tamenghi, Technical Director and JV Manager, brings over four decades of experience across nearly every aspect of onshore EPC contracting. He will focus on building the right skill sets within the upgraded Onshore EPC division and engaging the right partners to support successful project delivery.
Together, this team is responsible for scaling Lamprell’s onshore EPC operations across the UAE, Saudi Arabia, Iraq and beyond. Their collective experience spans some of the industry’s most respected EPC firms, including Technip, Saipem, Tecnimont and Wood, and brings together expertise across engineering, construction, business development, and operations. With this team now in place, Lamprell is well-positioned to deliver mid-sized EPC projects and expand its regional footprint.
Vision, priorities and what’s next
With the foundations now in place, Lamprell’s Onshore EPC team is entering a new phase of strategic growth, with a clear focus on winning, executing and delivering mid-sized EPC projects. Current priorities include expanding our presence in both greenfield and brownfield oil and gas plants, pipelines, utilities and storage, while preparing for emerging opportunities in carbon capture and hydrogen in the long term. A key enabler of this growth will be building engineering capability, both through strategic partnerships and in-house development. Investments in planning, construction engineering, digital tools, and skilled resources are already shaping a more controlled and innovative delivery model.
With proven capability, a clear roadmap, and an expert team now in place, Lamprell’s Onshore EPC division is entering its most promising chapter yet.
